Carriage and storage of dangerous substances such as ammonia, petrol, chlorine and acids entails considerable risk, as in case of accident they may cause serious injuries and/or pollution. There are stringent international regulations for the carriage of these substances by road, rail, sea and air, but Swedish domestic regulations are contained in so many different acts that it is difficult to be conversant with them. An investigation relating primarily to stockholm but also to the general situation proposes that (1) these substances must not be transported near places where there are large numbers of people outdoors or underground, or near watercourses. (2) transport of larger quantities in central stockholm should be prohibited; in other parts of stockholm carriage to be on main routes and from these to the consumer by the shortest route. (3) there should be no transport during rush periods. As regards storage, it is proposed that this should be covered by same regulations as that of environmentally harmful waste. Sodium hypochlorite instead of chlorine should be used for disinfection of water. Companies engaged in storage and carriage of such substances should be compelled to provide training in handling, and action in case of accidents. /TRRL/
