STANDARDS FOR CONSTRUCTION AND MAINTENANCE OF NATIONAL HIGHWAYS
The standards we have recommended provide for the construction and maintenance standards which should ensure that national highways will be adequate - but will not be over-designed. In this regard national highways should not differ from state highways or other roads. We agree that many state highways carry high traffic loads and are of considerable economic significance. In fact we would expect these highways to have performance standards similar to equivalent parts of the national highways system. The recommended standards draw attention to the environment, as existing environmental legislation (Australian and state) is concerned mainly with planning and cannot cover the day to day environmental considerations which arise during engineering design, construction and maintenance.
