RECENT DEVELOPMENTS IN RESEARCH AND DEVELOPMENT VALUE MEASUREMENTS AND PROJECT SELECTION
New Trends and capabilities have recently emerged in the general area of R&D project selection. A sharper distinction is appearing between value measurement and project selection (or resource allocation). Approaches such as scoring models, relevance trees, and profitability indices are now recognized as value measurement, not as project selection; approaches and studies are revealing insights regarding the construction and use of such measures. New approaches have emerged for overcoming the well-recognized inadequacies in dealing with 1) the impact of time and rate of funding on such parameters as value, probability of completion, and resource utilization; and 2) the need to plan for "crisis" or 'Breakthrough".
