HOW THE PROFESSIONAL TRAFFIC OPERATIONS ENGINEER EXAMINATION IS SCORED

As the Professional Traffic Operations Engineers (PTOE) examination date aproaches, this article explains the procedures used to ensure quality and fairness in scoring and analysis of the examination. The Transportation Professional Certification Board (TPCB) follows fair and equitable scoring procedures for the PTOE. Columbia Assessment Services (CAS) is the professional testing service responsible for scoring and analysis services. These services are designed to ensure that the examination functions optimally and all candidates have an equal opportunity to demonstrate the required level of knowledge. CAS will calculate the internal consistency reliability, standard error of measurement, and decision consistency reliability to evaluate the accuracy of the scores. TPCB's approach in determining the passing point is the Angoff Modified Technique. Since the examination will be revised regularly, with some items being replaced by newly developed questions, CAS will employ statistical procedures to equalize the difficulty of all versions of the PTOE examination.
