SPILL PREVENTION AND CONTROL: A SPECIAL REPORT

Federal spill prevention and control regulations require facilities that store greater than 1,320 gal of "oil-type" material to maintain clean-up plans at the operation site. Fines will be imposed for illegal spills or discharges (up to $5 million if gross negligence occurs) or if federal authorities are not properly notified. Spill control and clean-up materials are reviewed. They include a sorbent rug, an inflatable boom, an inflatable emergency collecting device, skimmers, oil-water separator pumps and sorbent strips. Procedures for handling spills are discussed, including specified duties of the foreman and production supervisor to correct the spill problem promptly. A serious spill requires extra action, such as notification of police and fire authorities. A spill-prevention plan checklist is included. Plans of two major affected companies are included.
