TRANSPORT SUPPLEMENTARY GRANT SUBMISSIONS FOR 1977/78

This circular describes the arrangement for third-year TPP submissions for transport supplementary grant (TSQ). It supplements the earlier circular on the TPP/TSQ system and supersedes circulars 43/75 and 60/74 which are cancelled. An index to those parts of the earlier circular which are still current is given in an appendix. The submissions required are discussed in relation to an appendix on the suggested structure for the TPP submission, and subsequent appendices describing the information and statistical data called for by the circular. Financial and policy implications for particular programmes are discussed, and emphasis placed on the need for substantial economies in spending programmes over the next five years, and particularly in 1977/8 and 1978/9 as part of the government's strategy to combat inflation. Advice is given to counties on district council expenditure in that expenditure proposed by district councils on transport which has not been endorsed by county is ineligible for TSQ, and thus will not be included in the level of expenditure accepted by the Secretary of State for TSG purposes. /TRRL/
