SAFETY AND EFFICIENCY IMPLICATIONS OF A NEW ROTTERDAM-EUROPOORT VESSEL TRAFFIC MANAGEMENT SYSTEM
The Rotterdam Port Management has started the development of a new Vessel Traffic Management System (VTMS). Phase 1 of the project is now underway, in which basic studies will be performed to provide a firm basis for the new set-up. The paper discusses the VTMS in general, the preliminary studies connected with it, benefit-cost analysis, a traffic simulation model to study various levels of control and associated benefits, and the proposed project development strategy.
