PROGRAMS FOR ANALYZING AND REDUCING THE INFLUENCE OF PERSONNEL FAILURE ON MARINE CASUALTIES
Using selected casualties as a focus, the paper will identify how personnel failure was involved. It will then analyze aspects of that failure in terms of programs designed to either eliminate it or neutralize its influence. One theme will be that there is much that can be done to develop techniques and equipment which can lessen the influence of personnel failure. However, it will also be recognized that in the final analysis, men must be held accountable for the consequences of their decisions no matter how far technology advances. Industry must assume a significant role in adopting training programs and policies designed to lessen personnel failure in those areas beyond Coast Guard Regulation.
