This manual procedure described is based on several established mathematical and traffic engineering relationships. An estimate of a continuous function can be approximated by a linear fit over any sufficiently small interval. Within those regions where a linear equation is adequate, the center (or mean value) on the line represents the best least-square estimate of the values contained in that region. The procedure is to divide that total time period of interest (e. g. cycle length) into a sufficiently small number of equal intervals.
