Measurements of the vehicle speed play an important part in technical solutions offered to manage the increasing amount of traffic on our roads and highways. Two important concepts, both requiring speed measurements, are traffic flow statistics as an input for variable message signs on the one hand and speed enforcement on the other. Refined computations for the analysis of traffic flow and stricter laws for speed enforcement lead to increasing demands for the accuracy and reliability of these measurements. The Physikalisch-Technische Bundesanstalt in Braunschweig - responsible for type testing and approval of systems for speed enforcement in Germany - has developed a new reference system for such measurements which is described in this paper.
