EFFECTS OF JEEPNEY OPERATION ON THE CHARACTERISTICS OF AN URBAN ARTERIAL IN THE PHILIPPINES AND THE POTENTIALS FOR ITS APPLICATIONS

This paper presents findings regarding the influence of a paratransit system (i.e., the jeepney) on the traffic characteristics of an urban arterial in Metro Manila. This research stems from the general observation of the uncontrolled loading and unloading of passengers by jeepneys along the roads. The paper focuses on the analysis of lane utilization, lane changes and the average speed along midblock sections of arterials. The negative effects of paratransit are shown by the inefficient usage of lanes near the sidewalk where most jeepney operations take place. Meanwhile, the high frequency of lane changing reflects the disturbance in the traffie stream. Such phenomena lead to a decline in level of service (LOS) and problems in traffic safety. Finally, the authors propose an approach to optimize lane usage and curb lane changing with the aid of ITS applications. It is recognized that the use of ITS may help in improving traffic flow conditions. For the covering abstract see IRRD E102946.
