SOME SPECIFIC ASPECTS OF VMS, SUCH AS LEGAL AND INSTITUTIONAL ISSUES

VMS (variable message signs) are one of today's main methods of transmitting information to road users, on interurban as well as on urban roads. This kind of equipment tends to have been developed quite differently depending on the country in which it is being employed. CETE de Lyon has conducted various surveys and studies within the framework of different European projects, namely TROPIC (TRaffic OPtimisation by the Integration of information and Control) and SERTI (South European Road Telematics Implementation), to gain knowledge about the current situation in every European country, and also to propose several possibilities for progressing towards harmonisation in Europe. The present paper deals firstly with some general points, then provides a brief history of VMS and description of its possible uses, depending on the situation, and finally provides a number of recommendations, taking into account the aforementioned surveys and studies.
