THE HIGHWAY 407 ETCS: SYSTEM PERFORMANCE MONITORING
Highway 407 north of Toronto, Canada, is the first all-electronic toll highway providing unimpeded access to all users. The highway was opened progressively in sections, starting with the first 36 kilometres in June, 1997, and the last section of the presently authorized 69 kilometres opened in September, 1998. This is the second of three papers on Highway 407 presented in one session at this World Congress. The first and third papers respectively provide an overview of the tolling system, its technology and technology issues, and system operational experience. This paper describes performance monitoring of the toll system, in particular (1) routine system data collection, flow and processing, (2) system reporting and monitoring, and (3) use of reporting and monitoring for operational improvements.
