This publication is comprised of extracts that have been selected from the memorandum and translated into English. It has been produced on the initiative of the Swedish National Road Administration (SNRA) which is a public authority operating under the Ministry of Transport and Communications. What is referred to as Vision Zero, the vision in which no one shall be killed or seriously injured within the road transport system, has been an integral component in the recent deliberations on the focus of the continuation of the work in the field of road traffic safety in Sweden. While Vision Zero can be considered to have developed naturally from the goals prevalent in the national policy on road traffic safety, it also signifies an entirely new way of looking at the design and functioning of the road transport system. As such, Vision Zero can be viewed as a milestone in the work on road traffic safety in Sweden. 1996 was declared by the Swedish Minister of Transport and Communications as the Year for Road Traffic Safety Work. As an essential element in this work, the Ministry of Transport an Communications has prepared this departmental memorandum. (A)
