This Guide to Practice was produced by the English Historic Towns Forum (EHTF), to meet the requirements of its members and other English local authorities for some direct advice on applying demand management techniques and measures in the special environment of historic towns. These towns developed much experience of implementing schemes to manage excess travel demands, and this guide makes extensive use of this experience. The topics of its constituent papers are: (1) an overview of travel demand management in historic towns; (2) integrated transport strategy; (3) land use planning; (4) cycling and walking; (5) parking; (6) park and ride; (7) public transport; (8) traffic calming; (9) road construction; (10) green commuter plans; (11) education on the impacts of traffic on the environment; (12) monitoring travel demand management measures; and (13) strengthening the demand management approach. Local authorities, especially those responsible for historic towns, will increasingly be expected to demonstrate a demand management approach, when presenting their Local Transport Plans (LTPs) to the Government for funding. This approach needs to be incorporated in their planning documents, such as Local Agenda 21, LTP, development plans, environmental actions plans, urban centre management, and tourist management.
