RETHINKING CONSTRUCTION. THE REPORT OF THE CONSTRUCTION TASK FORCE

This document is the report of the Construction Task Force to the UK Deputy Prime Minister, J Prescott, on the scope for improving the efficiency and quality of UK construction, including road construction and road maintenance. Although the British construction industry is excellent at its best, there is deep concern that its achievements as a whole are too low. It has low profitability , and invests too little in captial equipment, research and development, and training. The Task Force is informed by its experience of radical change and improvement in other industries. It has identified five key drivers of change, which need to set the industry's agenda: (1) committed leadership; (2) a focus on the customer; (3) integrated processes and teams; (4) emphasis on quality; and (5) commitment to people. Its targets include annual reductions of 10% in construction cost and construction time, and reduction of defects in projects by 20% per year. To achieve these targets, the industry should create an integrated project process around product development, project implementation, partnering the supply chain, and producing components. It must provide safe and decent working conditions, and improve management at all levels. It must replace competitive tendering by constructive long-term relationships.
