SUCCESSES IN INTERAGENCY CONSULTATION FOR THE SAN JOAQUIN VALLEY

The eight San Joaquin Valley regional transportation planning agencies (RTPAs) have had numerous successes in coordinating/consulting with each other and with other local, state, and federal agencies such as the San Joaquin Valley Unified Air Pollution Control District, Caltrans, and the California Air Resources Board especially in the field of air quality modeling. The Valleywide Air Quality and Modeling Coordinating Committee coordinates all transportation modeling and air quality planning and conformity for the San Joaquin Valley. Air quality plans cover all eight RTPAs, but each RTPA runs its own countywide transportation model and performs individual air quality conformity assessments. Because of this unique situation, it is important that consistent methodologies and current modeling procedures and output be followed through the emissions inventory development, air quality plan development, modeling, and conformity analysis. Because of the close working relationship between the RTPAs and other agencies, three major projects have been undertaken in the valley through the auspices of the committee.
