This paper provides an outline of legal issues related to the Aladdin Gaming, LLC. v. County of Clark litigation. The Open Meeting Law (NRS 241.020) is examined to determine whether the public is required to be renotified of a particular agenda item when that agenda item is substantially changed after its original posting. The outline then explores legal precedents to determine whether the potential Clark County roadway improvements constituted a substantial impairment of access to Aladdin's property where traffic flow would be diverted from Aladdin's property. The issue of detrimental reliance is then examined as a measure of whether or not it is reasonable for a landowner to rely upon preliminary plans and studies related to traffic flow concerning roadway improvements and to structure the means of ingress and egress to the property based upon those plans and studies.
