The Federal Highway Administration, National Highway Traffic Safety Administration, Research and Special Programs Administration, Federal Railroad Administration, Federal Transit Administration, and Bureau of Transportation Statistics have joined together to install a safety action program designed to reduce the number of fatalities on the nation's highways associated with commercial vehicles. The plan creates new rules to shutdown unfit carriers, increases fines for safety violations, doubles the number of safety investigator's compliance reviews, determines hours of service, pursues criminal or civil action in the case of fatal crashes, and disqualifies those drivers who disregard railroad grade crossing warnings while operating commercial vehicles.
