PRESCRIPTIVE BASED CODES VS. PERFORMANCE BASED STANDARDS: A BALANCING ACT

The purpose of this paper is to provide some guidelines to evaluate prescriptive based codes and offer suggestions on how to develop performance based specifications to meet the intent of these codes. It will provide an easy to understand definition of prescriptive based and performance based standards and offer examples of each. The paper will also show how performance based specifications have been used effectively on the Metro Rail project in Los Angeles and also provide a few examples of how performance based specifications have sometimes fallen short of achieving the intended results. Also deliniated will be the challenge that both the Authority Having Jurisdiction and the desinger face to be objective and creative, mindful of public safety.
