COMPETITIVE PROPOSALS: A TRANSIT VEHICLE EXAMPLE
This article reviews the use of competitive proposals on MARTA's latest transit vehicle procurement. Competitive proposals differ from sealed bids and agencies need to understand the difference before selecting and applying the method. Procurement schedules must allow sufficient time for the additional steps involved with competitive proposals. Various procedures for proposal evaluation and selection must be in place before advertising the request for proposals and then strictly followed. Competitive proposals can lead to favorable results.
