This paper discusses aspects of safety analyses and testing in terms of reasonableness and applicability to a range of APM systems. Consideration is given to tendencies toward either excessive specification requirements or toward deficient design/implementation criteria. Safety assurance program associated with the design, manufacture, installation and construction, and testing of the APM system is discussed based on the functional characteristics of operating systems. In addition, the paper addresses variations in the required analysis based on the functional aspects of the site specific application, the nature of a given technology, and the extent of a given system supplier's experience, design maturity, and associated safety documentation. The objective of this paper is to establish a framework for discussion and consensus building toward the definition of industry standards for minimum safety analysis and test programs which are fair and reasonable, while retaining cost effective advantages for APM technology applications.
