This article describes the development of the Maputo Corridor toll highway project in Mozambique, South Africa. The toll road will contain significant benefits, including roadside assistance to motorists, and the fact that a percentage of the profits will be redistributed to South Africa and Mozambique. The project is initiated on four key objectives: (1) the rehabilitation of the core infrastructure along the corridor pertaining to the road, rail link, the port of Maputo, the dredging of Maputo harbour, and the border post; (2) to maximize investment in both the inherent potential of the corridor area, and in the added opportunities which the infrastructure rehabilitation will create; (3) to ensure the development impact of this investment is maximized, especially to disadvantaged communities; and (4) to ensure sustainability by developing policies, strategies and frameworks which encompass a holistic, participatory and integrated approach to development.
