WELSH CLOSE CARDIFF HIGHWAY DEAL

A complicated deal between Cardiff Bay Development Corporation and the Citylink consortium, to finance construction of an urban highway linking the Welsh capital's (Cardiff) rehabilitated dock area with the city center achieved financial close in July 1999. The deal behind the 1-km-long Bute Avenue is cross-subsidized by the development of 305 homes and 52,500 sq m of commercial space. The total investment, including real estate, amounts to 120 million pounds (US$192 million), of which around 60 million pounds (US$96 million) is for land acquisition and the construction of Bute Avenue, costing 39 million pounds (US$62 million).
