THE ASSESSMENT OF ENVIRONMENTAL AND SAFETY IMPACTS OF THE TRANSEUROPEAN TRANSPORT NETWORK (TEN-T)

This paper describes the methodology and the approach for the assessment of environmental and safety impacts of the TransEuropean Transport Network (TEN-T) developed in the framework of the COMMUTE project. COMMUTE stands for Common Methodology for Multi-Modal Transport Environmental Impact Assessment and is co-financed by CEC DG VII (Transport) as part of the Strategic Research Area. The project defines a methodology for Strategic Assessment of the Environmental impacts (SEA) of transport policy options. The methodology will be primarily applicable to policy decision-making at European level and will cover road, rail, air and waterborne transport modes. Computer software (COMMUTE tool) that embodies the main aspects of the methodology will be developed and demonstrated within the three year project. The main project objectives are the definition of a methodology for impact assessment, to develop computer software. Furthermore the methodology and software will be demonstrated. This will be done by sensitivity tests and by the application of COMMUTE tool to assess the impacts on energy consumption, primary pollutant emission and safety of TEN-T for different scenarios in the framework of Commissions workplan for a pilot SEA. This pilot SEA is performed in context with the Guidelines for the development of the Trans-European Transport Network (1692/96/EC) from July 1996 and defines the need for a strategic environmental assessment for corridors and the entire network.
