AVIATION REAUTHORIZATION -- A REPLAY OF THE HIGHWAY BATTLE?

The highway reauthorization battle in the Senate was a three-year crusade for Rep. Bud Shuster (R-Pa.). But with the passage of TEA-21, he realized the rewards of the struggle to spend the revenues collected in the Highway Trust Fund for their intended purpose -- to maintain and improve the nation's highway and transit systems. To address the critical need for increased funding for aviation programs, Shuster introduced and passed out of the Transportation and Infrastructure Committee, H.R. 1000, the Aviation Investment and Reform Act for the 21st Century (AIR-21). AIR-21 takes the Aviation Trust Fund off-budget and sets aside the traditional 30 percent fund payment to the FAA budget. As a result of taking the Aviation Trust Fund off-budget, substantially more money will be available for FAA's capital programs.
