USING THE CIVIL ENGINEERING RESEARCH FOUNDATION'S EVALUATION CENTERS (HITEC, CEITEC AND EVTEC) TO BRING NEW, PROPRIETARY, COMPOSITE PRODUCTS INTO THE HIGHWAY, PUBLIC WORKS AND ENVIRONMENTAL MARKETS

In September of 1992, the Civil Engineering Research Foundation (CERF) organized a national workshop, jointly sponsored by the FHWA, AASHTO, TRB and CERF, to examine the question of innovation within the highway community. The workshop affirmed the need for a new process to hasten the adoption of innovation technologies into the highway market. This paper will trace the establishment of the Highway Innovative Technology Evaluation Center (HITEC), describe the collaborative evaluation process and its recent application to public works and environmental technologies through CERF's newest Evaluation Centers, CEITEC and EVTEC. The status and operation of each center will be explained, and the composite procuects in the HITEC program will be highlighted.
