STATE SPEEDS PROCESS FOR ROAD

Kentucky is using a new twist on partnering to jump-start a crucial parkway project that officials hope will fuel economic growth in a rural region. A consulting team pushed a $24-million first phase through planning, design, approval, and acquisitions into construction in less than a year, saving at least a year off the typical process. A kickoff workshop included 50 state, local, public, and private representatives, as well as Governor Paul Patton (D). Representatives of 34 organizations met regularly to resolve issues immediately, sending some 6,000 e-mail messages and constantly updating a project Website.
