BUILDING QUALITY IMPROVEMENT AT PENNDOT: APPLICATION TO HIGHWAY MAINTENANCE

The purpose of this paper is to examine the evolution of a mature quality program in a public sector organization, the Pennsylvania Department of Transportation (PennDOT). We track its development through three different gubernatorial administrations over more than 15 years, weigh the results generated, and make a few observations about how the program has developed over time. As will be seen, PennDOT has by no means concluded its quality journey, but as one of the few known public agencies with a well developed quality program, its experience in this area might well be helpful to other agencies that are currently in earlier stages of their own quality journeys.
