TRANSPORT FOR NEW TIMES
The author, Minister of Transport for the Republic of South Africa, discusses the main challenge to his government -- providing adequate services and infrastructure to less developed areas. For public transport, this can be brought about by improving the accessibility of the under-privileged to economic, social and recreational opportunities. The responsibility for public transport and its policy is in a process of change. The assignment of various functions and powers to lower tiers of the Government, the revised administrative and political boundaries, will have significant implications for the transport industry.
