CAPER: COMPUTER-ASSISTED PROTOCOL FOR ENVIRONMENTAL REPORTS

Preparation of environmental reports for capital projects requires special expertise in scoping environmental issues, determining the specific requirements for analyses, and obtaining permits and approvals. In New York State, the burden of responsibility for preparing such reports has rested with the regional offices of the New York State Department of Transportation. To assist the regions in preparing environmental reports, the Environmental Analysis Bureau (EAB) has sought to develop a statewide protocol for scoping environmental issues and to implement a computer-based system for streamlining data entry, tracking, and reporting. This interim report summarizes the work effort and results from Task 1A - Assessing the Requirements of the CAPER (Computer-Assisted Protocol for Environmental Reports) project. Section 1 provides some background to the project. Section 2 discusses the meetings between the Project Team and the EAB. Section 3 presents the regional survey and discusses the follow up regional visits. This is followed in Section 4 with a discussion of GIS (Geographical Information Systems). Section 5 presents the work underway in Tasks 1B (Assessing the Knowledge Base) and 1C (System Architecture).
