TOWARDS A SOCIAL ASSESSMENT OF TECHNOLOGY. TECHNOLOGY ASSESSMENT AS A POLICY MAKING TOOL, APPLIED TO PASSENGER TRANSPORT

The two associated aims of this study were to assess the usefulness of technology assessment techniques in the choice of public policy, and to provide an example of application of such techniques in considering broadly the future of urban public transport, and specifically that of the electric car. Chapter 1 considers the technology assessment approach in general terms, and examines some examples of the technique applied to the electric car. In chapter 2, a modelling procedure is suggested that is suited to the needs of technology assessment and in chapter 3, this model procedure is applied to the future of public transport. The estimation of the social impact of adopting particular policy alternatives is considered in chapter 4, and chapter 5 contains the conclusions regarding the electric car, public transport, and the feasibility of technology assessment. /TRRL/
