AN APPROACH TO DEVELOPING TRANSPORT IMPROVEMENT PROPOSALS
The paper presents a planning approach for identifying deficiencies in urban transport and developing remedial improvements. Equity and efficiency criteria are discussed with reference to the provision of public transport. The approach is applied to the Sydney metropolitan area to exemplify the identification of transport disadvantaged areas using market segmentation, and the generation of some low-cost public transport improvements in accordance with consumer preferences. Cost-benefit and financial analysis of the improvements are made to assess their impact on users and operators in the disadvantaged area. /Author/
