SPEED LIMITS : CAN VARIABLE SPEED LIMIT SIGNS WHICH ADJUST AUTOMATICALLY ACCORDING TO WEATHER AND ROAD SURFACE CONDITIONS, BE EFFECTIVE IN PERSUADING DRIVERS TO CUT THEIR SPEED?
