WHITE PAPER FOR THE INTELLIGENT TRANSPORTATION SOCIETY OF AMERICA
This "white paper" summarizes "what" the chief transportation concerns of the environmental community are; "why" there are difficulties in readily casting Intelligent Transportation Systems (ITS) as either an environmental benefit or cost; and "how" environmental, institutional and societal issues can fit into the overall decision-making process for ITS deployment. It concludes with a discussion of some strategies designed to strengthen the bonds between the transportation and environmental communities.
