A NEW PHILOSOPHY ON THE COVERAGE OF INFRASTRUCTURE COSTS

In a previous paper (PTI 1996/5) various conclusions were presented regarding infrastructure charges, the ultimate conclusion being that "the issue of infrastructure charges cannot be disassociated from that of infrastructure funding, and that, as a result, the expected revenue from infrastructure charges depends on a political decision". The reform in France, introduced by law of 12 February 1997 and by decrees dated 5 May 1997, takes this principle to its logical conclusion with the French Government introducing a two-year freeze on the levels of charges, at 5.85 and 6 GF respectively. This equates to making the taxpayer pay something like 25 to 26 GF a year in infrastructure charges, or twice what used to be covered by State subsidies for SNCF.
