CAN "PARTNERS" COMBINE QUALITY AND PRICE?

One of the first items of discussion in the partnering organizational meeting for a project is to determine the expectations of each organization represented. Invariably the expectation of the owners and/or engineers is that the contractor and he both place emphasis on building a high quality project. It is often surprising for this person to learn that the contractor's prime objective is to make a profit, thus quality is sure to be sacrificed. The purpose of this paper is to explain how the expectations of these two divergent groups can be merged in order that the complete project is beautiful in both the eyes of the owner and the contractor.
