HONG KONG AIRPORT RAILWAY WESTERN IMMERSED TUBE TUNNEL - PLANNING

As part of the development of Hong Kong's new airport and associated infrastructure, the MTR Corporation (MTRC) is constructing an Airport Railway which comprises the Airport Express Line (AEL) from the new Airport at Chek Lap Kok and a new mass transit railway, the Lantau Line (LAL) from the Tung Chung New Town on Lantau Island, both to the Central business district on Hong Kong Island. The Western Immersed Tube (WIT) tunnel provides the Airport Railway link under Victoria Harbour, between the new Central Reclamation on Hong Kong Island and the new West Kowloon Reclamation. The US$80M design and construct contract for the WIT is being undertaken on behalf of MTRC by the Kumagai Tarmac Joint Venture (KTJV), a joint venture of Kumagai Gumi Ltd of Japan and Tarmac Construction Ltd of UK. KTJV engaged Hyder Consulting Ltd (formerly Acer) as designers for the permanent works. Work commenced in June 1994 and civil engineering works completion was achieved in December 1996. This paper covers the issues addressed prior to contract award. Key issues covered include the route alignment, landfall arrangements, contractual arrangements including contract interfaces, conceptual design and design and workmanship standards. The paper also describes measures taken to address land matters, environmental issues and the co-ordination with the Western Harbour Crossing immersed tube, another of the Airport Core Projects, construction of which was planned to take place during the same period.
