THE USE OF TRAFFIC SIGNALS IN DEVELOPING CITIES
The object of this report is to give traffic engineers or technicians in the cities of the emerging world a brief introduction to traffic signals, together with some practical guidelines on how to use them to obtain good and safe results. The subjects covered include: (1) the criteria for the introduction of traffic signals, and the necessity for a clear set of officially approved warrants which justify the use of signals under specified conditions; (2) basic traffic count surveys; (3) junction layout and design; (4) calculation of signal timings (Webster's method); (5) coordination and linking of traffic signals; (6) the TRANSYT program; (7) system and economic analysis of traffic control, and (8) specifications. A glossary of terms is also included.
