BEFORE-AND-AFTER ANALYSIS OF THE SAN ANTONIO TRANSGUIDE SYSTEM

This paper documents the general procedures and results associated with a before-and-after analysis of Phase 1 of the San Antonio TransGuide System. This analysis focuses on the issues of: (1) safety; (2) incident management; and (3) driver understanding and utilization of the system. The first phase of TransGuide System became operational July 26, 1995 and includes 26 miles of freeway in the downtown San Antonio area. Included in this paper are results and conclusions drawn from analyses conducted through May 1996 relative to the aforementioned focus areas. Improvements in safety were: (1) 35 percent reduction in total accidents; (2) 30 percent reduction in secondary accidents; (3) 40 percent reduction in accidents during inclement weather; and, (4) 41 percent reduction in overall accident rate.
