AMTRAK REVENUES, FARES, AND RIDERSHIP IN THE 1990S: TRENDS AND PASSENGER REVENUES FORECAST ERRORS

This article examines Amtrak's trends in revenues, fares, ridership, and federal operating subsidy during the 1990s, and analyzes the causes of its errors in its past forecasts of passenger revenues over FYs 1990-1994. In the 1990-1994 period, Amtrak typically overestimated its revenues. In FY 1996, Amtrak's new management overestimated the extent to which its fares could be increased, resulting in a significant portion of the $33 million shortfall in passenger revenues compared to its budget estimate.
