Fulton arcade, a convered pedestrian transitway in Brooklyn, is not an isolated planning concept or project. It exists in the context of the problems of a specific locality with A particular history and experience in planning and development. The Fulton arcade plan will create a two-lane two-way transitway 24 feet wide in Fulton street for buses and emergency vehicles only. Other traffic will be rerouted. Up to 64 buses will travel in each direction during the peak hour. A major feature will be a free standing Plexiglas and steel frame canopy system. It will be designed to provide protection from severe weather for shoppers and bus users. /TRRL/
