This paper evaluates the energy saving and environmental improvement effects of the modal shift into the traffic systems such as public transportation systems using electric power like railways with less energy consumption and environmental load. Commuting transportation was discussed. Multiple regression analysis was conducted using the shares by rail/road traffic and the transportation service levels on the basis of the data of 1990 population census in nine cities including 23 Tokyo wards, most of which have populations around 500,000. The commuting modes were significantly affected by the commute time, time difference between rail and motor vehicles, access time, and train operation interval. As a result, a prediction formula on share by mode of transportation was obtained. Using this prediction formula, the share by rail can be estimated in each urban area. Shortening access time and train operation interval were effective in improving the share of rail in short distance trips, and increase of train velocity or decrease of motor vehicle velocity was also effective in long distance trips.
