The requirement that earthquake resistant design of a structure be based on 2/3g earthquake acceleration was found to be unrealistic, and would cause a 30-40 percent increase in construction costs. A committee of experts headed by ASCE representatives was able to redirect the permit granting policy of a regional commission. The cause of the problem seemed to be that both code design parameters, for equivalent static lateral force and earthquake motions, are expressed in terms of accelerations and gravity. This has caused problems with interpretation of technical data about earthquake design. The advisory committee's report addressed three points: whether it is necessary to design for 2/3g acceleration in order to obtain seismic safety; whether an active earthquake fault exists adjacent to the specific project site; and potential earthquake liquefaction of sandy soils. The committee recommended that the project considered here be designed on the basis of the building code provisions of the Structural Engineers Association of California. Studies showed a repetition of the 1906 earthquake would not induce severe ground failures or liquefaction at the site.
