THE USE OF DEFLECTIONS TO MANAGE STRUCTURAL MAINTENANCE REQUIREMENTS AT NETWORK LEVEL
Responsibility for managing and maintaining the 274,000 kms of public roads within England is delegated by Act of Parliament to 108 Highway Authorities (HA). A report from the National Audit Office (NAO) stated concerns about past inadequacies of road condition data and the need for this information in order for the DOT's to deploy their funds more cost-effectively. This paper reports the background to the work undertaken by WDM Ltd. on behalf of the HA, the data analysis, and the subsequent use of the results in managing the annual budget and formulating policy.
