THE CHANNEL TUNNEL, FIXED LINK AND POSITIVE CHOICE

After describing the nature of the Channel Tunnel and outlining its history, this chapter discusses the Tunnel as a unique case study in transport and the environment. An environmental impact study was conducted in the English county of Kent as an essential tool for promoting the Tunnel. Consultants and researchers collected data and examined potential consequences throughout Kent, and set up an agenda for mutual cooperation, consultation, and supervision between many organisations and groups, that continued throughout the Channel Tunnel project. The Channel Tunnel Act was passed after extensive hearings and much public participation. The cooperation between Eurotunnel and local communities in Kent began even before Eurotunnel's bid for the Tunnel construction was accepted. Public meetings were held in each of three villages near the English terminal of the Tunnel at Cheriton, and generous compensation terms were offered to their inhabitants. There was much further cooperation with local communities, including local celebrations and an outreach and publicity programme. All these events show that the private sector can handle issues of transport and the environment well, and should be trusted by communities, governments, and shareholders to handle them.
