ROUGHNESS INDEX FOR GRAVEL ROADS

The road network in Finland contains 28 800 km or 37% unpaved gravel roads. The cost of annual maintenance and rehabilitation of these gravel roads is FIM 300 - 400 million. The paved road network has had a unitary roughness classification from the year 1989. On unpaved gravel roads roughness is one part of a condition variable that also includes dust and looseness of the road surface. The condition of the road network is an essential part of FinnRA's objectives and therefore several development projects of unpaved gravel roads condition management have been started in FinnRA. All the projects are based on a feasibility study done in 1994. One key part of condition management is to define condition variables to be used, together with their class limits. The process of developing a roughness variable for gravel roads is presented in this report. The objective of this study was to define a variable, which describes how the longitudinal roughness of the gravel road influences the riding comfort. The variable chosen should also be used in quality control of planning and in follow-up of maintenance actions.
