THE NEW PARADIGM IN FINANCING TRANSPORTATION INFRASTRUCTURE

Across the United States transportation policy makers are changing the way they think and work with financial issues. The search for new revenue sources and capital to support development of high priority transportation infrastructure programs, including new ITS technology, has intensified. This burst of creative energy represents a transformation - a new paradigm - in financing programs vital to our national well-being. The author identifies some of the innovative tools and non-traditional sources now available at all levels of government to help bridge the funding shortfall.
