This article outlines key points of four main European Union instruments for European railway policy development: (1) Directive 91/440, on the development of the Community's railways; (2) Communication COM(92)494.final, on the future of the Common Transport Policy; (3) Communication COM(93)678.final, on proposed directives to implement track access and licensing; and (4) the Trans European Networks. It then refers to the railway industry's response before drawing some brief conclusions.
