DEVELOPING A QUALITY MANAGEMENT PROCESS (WITH DISCUSSION AND CLOSURE)

This paper describes the "how to" in developing a Quality Management Process for Hot-Mix Asphalt (HMA). The success of this program started in 1986 in Minnesota and is two fold: first it involves the evolution of a Quality Control/Quality Assurance program for HMA that really does work and secondly, the development of this system is a product of a cooperative or partnering mode that has significantly changed the "culture" of the transportation industry in Minnesota.
